The Competition - acrylic on board, good artist unknown

I love this painting. It feels sort of like a Norman Rockwell painting, only with brighter colors. It is Chinese. The artists name may be Toshio. (If anyone can help me with the artists name, it would be appreciated.) I'm good dating this from the '80's, but its only a guess. The frame measures 11 1/2 x 11 1/2, the board 10 x 10.
