Fashion-Style, good Traditionally Dressed Vintage Character Original Watercolour Painting

This is a stylish piece showing an elaborate costume with luscious detailing perhaps for a character in a Play or some kind of Theatre production but it has been suggested it may be a traditional dress?

The detail looks impressive close to and it holds up as a fine fashion painting to say the very least, particularly the way the artist has built up layers of white gouache paint to show the textures in the good lace against the densest black imaginable, which is a triumphant success.

The work is on paper mounted on card and there are a few tares visible in the background but nothing across the surface of the painting whatsoever.
