Hand made tool or instrument for navigation on ship or sail boat. Made of very fine hard wood(most likely ebony) and brass. I believe this is very old and fine workmanship went into this tool or instrument. Could be a tool for an Architect, not 100% sure of what it is for, I purchased it as tool for sailing.
